Before starting an application

First, understand your situation.

The passive residency discussed here is residency without gainful activity: it permits residence in Andorra without employment or professional activity in the country, subject to the limited own-asset management exception in article 95.2 of the Immigration Act. The applicable route and conditions depend on personal circumstances, documentation and the law applicable to the application. An initial conversation helps clarify your objective and what must be checked before moving forward.

How we move forward

From the first conversation to a well-prepared application.

01

Discuss your circumstances

Tell me what brings you to Andorra, who may move with you and what you have already looked into.

02

Identify what needs checking

We distinguish information already available from points that need individual confirmation or a check with the relevant authority.

03

Organise the preparation

We agree a working plan and a case-specific list of documents and tasks without assuming requirements or outcomes.

04

Review and coordinate

We support preparation and follow-up of the agreed steps. The competent authorities make the final decision.

An important distinction

Residency, a company and property are separate decisions.

Passive residency is a residency route that must be assessed in light of each person's circumstances. Setting up a company in Andorra is a separate business process; buying property is a separate real-estate transaction. None of these decisions, by itself, automatically grants a residence permit. If your project involves more than one, we can organise the questions and consider how they relate without conflating their requirements.

Common questions

Questions about passive residency

General information to help you start. We will review what applies to your circumstances before defining next steps.

How much must I invest, and must I buy a property?

The general rule in article 96 requires a permanent and effective investment of at least €1,000,000 in eligible Andorran assets. If property is included, more than €800,000 must be allocated to each unit purchased: a property can be combined with other eligible assets to reach the million, or a million or more can be invested in a single property. Buying a home is not compulsory. A specific €400,000 route exists through permanent and effective investment, directly or indirectly, in the Fons d’Habitatge under its applicable rules. Each application's transitional provisions must be checked.

Can the whole investment be in funds or debt?

The investment may be allocated to one or more categories permitted by article 96.1; not every foreign fund or debt instrument qualifies. Debt or financial instruments issued by Andorran resident entities and collective investment funds governed by Andorran law under paragraph c) count for a maximum of 36 months. The amount must then be moved to another eligible asset category and evidenced. Debt issued by Andorran public administrations is a separate category under paragraph d). Product eligibility and conditions must be checked before investing.

What payments to the AFA are required in addition to the investment?

Under the general rules amended in 2026, article 96.2 requires a payment of €50,000 for the main applicant and €12,000 for each dependant obtaining this residency. These are definitive payments, refundable only if the initial permit is refused; they must not be confused with the asset investment or our fees. Applications covered by transitional provisions need a separate assessment.

Does this permit allow me to work in Andorra?

Residency without gainful activity does not authorise employment or professional activity in Andorra (art. 95.1). Article 95.2 permits activities necessary to manage one's own assets, including an unpaid director role in entities in which the holder has a stake of at least 50%. This exception is not general permission to work.

Is passive residency suitable for everyone who wants to move?

Not necessarily. The appropriate route depends on your circumstances and the current framework. We can review your context and the points that need confirmation to see whether it makes sense to explore.

Will forming a company or buying a home automatically give me residency?

No. Company formation and a property purchase are separate from a residence authorisation. Each requires its own assessment, and a business or property transaction does not automatically grant residency.

What documents will I need?

The documents depend on your circumstances, the relevant route and current criteria. Once we understand your case, we can prepare a list of information to confirm and records that may be relevant.

How long does it take, and can approval be guaranteed?

It would not be responsible to predict a timeframe or promise an outcome without reviewing the file and current information. Timing and decisions depend on the authorities and the circumstances of each case.

Can Mike help if I am also considering a company or property investment?

Yes. We can consider each project separately and coordinate any related questions. Company formation, property investment and residency remain distinct matters.
